Say What?

I was just reading over the National Park Service website that has the 13th Amendment, and it says that Mississippi rejected the 13th Amendment in 1865 and never ratified it. Now, there are no real world implications because Mississippi didn't ratify the 13th Amendment in 1865. However, what kind of message does that send that it hasn't been fixed?

Now the website is a bit outdated (it's from 1997), so maybe Mississippi has fixed this issue or delievered some sort of statement to sort this all out. Does anyone out there know? It may seem nitpicky, but I dunno how you can nitpick freedom, know what I'm sayin'?
